Refarming 2.3 GHz Frequency Band Completed - Indonesia

The Ministry of Communication and Informatics has re-arranged (refarmed) the 2.3 GHz frequency band. According to the Minister of Communication and Information, Johnny G. Plate, the rearrangement was carried out after Telkomsel and Smartfren were determined as the winners for the 2.3 GHz frequency band user selection in May 2021.

"Rearrangement of the 2.3 GHz radio frequency band was carried out from 14 July 2021 to 28 September 2021, with changes to the frequency of 15,577 Base Transceiver Stations (BTS) and carried out in stages through 9 clusters in various regions in Indonesia," he explained at the Conference Press on Completion of 2.3 GHz Refarming, in the Media Center Room of the Ministry of Communication and Informatics, Jakarta, Wednesday (29/09/2021).


According to Minister Johnny, the 9 clusters cover 1) Riau Archipelago, 2) Northern Sumatra, 3) Central Java, 4) Northern Sulawesi, 5) Banten, DKI Jakarta, Bogor, Depok, Tangerang and Bekasi, 6) Java Western part except Bogor, Depok and Bekasi.

"Cluster 7a is part of Eastern Java which includes, among others, the Regency and City of Malang, the Regency and City of Kediri, the Regency and City of Blitar, and the Regency and City of Madiun. And cluster 7b is part of Eastern Java which includes the City of Surabaya, Regency/City of Mojokerto, and Kab. Sumenep, as well as cluster 8 Papua, Maluku and North Maluku," he explained.

The Minister of Communication and Information explained that the implementation of the rearrangement of the 2.3 GHz radio frequency band was carried out on the basis of two legal umbrellas, namely the Decree of the Minister of Communication and Information Number 300 of 2021 concerning Refarming of Radio Frequency Bands 2.3, and Decree of the Director General of SDPPI Number 121 Year 2021 concerning Technical Instructions for the Implementation of Rearrangement or Refarming of the 2.3 GHz Radio Frequency Band, as amended by Decree of the Director General of SDPPI Number 123 of 2021.

"The rearrangement of the 2.3 frequency band is carried out in accordance with the regulations which require conditions for the winners of the 2.3 GHz frequency spectrum band usage selection winners, which are considered non-contiguous to be rearranged," he stated.

According to Minister Johnny, the process of refarming activities is inseparable from the operators PT Berca Hardayaperkasa and PT Smartfren Telecom, as well as good coordination between the Ministry of Communication and Informatics team and the operators, "So that the refarming process in a cluster can be completed in less than 24 hours," he said.

During the refarming process, the Ministry of Communication and Informatics through the UPT Balai Monitoring and Radio Frequency Spectrum Monitoring Workshops helps in the success of the refarming process.

"One of them is by conducting Frequency Clearance activities at least twice, namely before the process of transferring radio frequency bands and after transferring radio frequency bands in each cluster. Frequency Clearance is important so that it can really be utilized and used properly," he explained.
